Try to create form but doesn't know how to send it

I have designed a static web page and I want to create a customer contact page.
Ex: Name:......., Email:......., Comments:.........., and Submit button.
What I need to know is how to set the button once it's been pressed. Where are these information go to. Please lead me to the right track?
